VGM / SOLAS – DP World Southampton & London Gateway

December 29, 2016

Dear Valued Customer, Please note below message as received from DP World Southampton.  Please note this is also applicable at DP World London Gateway.

Dear Shipping Line customers,

During our focal point meeting in November we announced that on 1 January we would start charging for containers where we establish that our determined VGM is outside the set tolerances if compared with the Shipper provided VGM.

When we started our process of container weighing in July we expected some Shippers would have difficulties to establish the correct VGM and at the request of some Ocean Carriers we postponed the charging for such containers. Unfortunately the amount of wrongly declared boxes has not reduced since July.

The objective of the SOLAS regulations is to ensure that accurate weights are used for loading container ships. It would be against the objective of the SOLAS regulations if we don’t act to reduce the amount of wrongly declared boxes. Ocean Carriers must concur that this is in the interest of safety.

Other ports in the UK, including our colleagues at DP World London Gateway, have been charging for wrongly declared boxes and we need to follow this in order to reduce the amount of wrongly declared weights.

In order to minimise discussions on boxes where people have provided the weight in good faith, relying on what they believe is accurate data, we have decided to use larger margins for applying charges for wrongly declared container weights:

  • For containers with a Shipper VGM under 18,000 kgs we will only apply our charges if our determined weight differs by more than 900 kgs
  • For containers with a Shipper VGM over 18,000 kgs we will only apply our charges if our determined weight differs by more than 5%

The above is different from the 500 kgs we initially were planning to use for containers under 10mt. Our colleagues at DP World London Gateway will apply the same tolerances as we do from 1 January onwards.

From 1 January 2017 onwards we will charge the following for containers found to be outside the 900 kgs / 5% margins:

  • £ 10 miss-declaration fee
  • £ 17.50 container weighing fee

The above comes on top of the £ 1 or £ 3 fee for accepting the Shipper provided VGM. In case the Shipper VGM is likely a typing error (value below 1,000 kgs or over 100,000 kgs) we will not charge the £ 10 miss declaration fee but we will still charge the £ 17.50 container weighing fee.

With kind regards and season’s wishes,

Aart Hille Ris Lambers Head of Commercial – DP World Southampton
