PSC Port Congestion Charge - Chittagong
14/06/2010 

Unfortunately due to congestion at the Port of Chittagong, it is necessary to introduce a Port Congestion Surcharge (PSC) of USD 90.00 per TEU for all shipments to and from Chittagong, Bangladesh with effect from 1st July, 2010 until further notice.

UK Inland Haulage - Import Tariff
26/04/2010 

Coscon UK's UK Road Transport tariff has remained unchanged since 2008.

During this time we have experienced a number of increases on fuel.

However in order to continue providing the highest level of service we must now adjust our haulage tariff to cover our transport suppliers increased costs.

Please be advised that we will be adjusting our UK Inland haulage tariff for all haulage performed on or after 17th May 2010.

Our revised tariff will apply to our import deliveries across all trades.

UK Inland Fuel Surcharge
08/04/2010 

As a result of the continuing escalation in overall fuel prices, Coscon (UK) will be revising the Fuel Surcharge level for both Eastbound and Westbound Services.

Fuel Surcharge will therefore increase from plus 5% to plus 8% with effect from 19th April 2010, and will be reviewed on a regular basis.

General Rate Increase Eastbound Shipments
18/01/2010 

Coscon confirm the introduction of a GRI (General Rate Increase) for Reefer Cargo shipments fm North West Europe and Mediterranean (including the shipments to Isreal, Lebanon, Syria, North Africa, Black Sea Region) to Far East and Japan and IPBC.

GRI should be USD250/400 per 20RF/40RQ with effective from 1st, MARCH, 2010.

ENVIRONMENT AGENCY EXAMINATIONS
02/09/2009 

We would like to inform customers that we have been notified via the Port of Felixstowe that the Environment Agency will be implementing random inspection of export consignments of recycling materials to ensure compliance of the Transfrontier shipment of Waste Regulations.

This will be effective from Monday 7th September 2009.

For containers inspected, a charge of £81.20 will be incurred.



UK Haulage Fuel Surcharge
27/08/2009 

As a result of the continuing escalation in overall fuel prices, Coscon (UK) will be reintroducing review of the Fuel Surcharge level on a fortnightly basis

Coscon UK will be introducing a 5% Fuel Surcharge for all UK haulage undertaken on/or after 7th September 2009.

GRI SINO & IPBC Services
06/08/2009 

Coscon announce that in order to continue offering our accustomed reliable service, a GRI (General Rate Increase) for all shipments from/to Far East from/to North West Europe and Mediterranean (both west and east bound), will be introduced as follows:

For all shipments from Far East (including shipments ex Japan) and IPBC to North West Europe and Mediterranean (including the shipments to Isreal, Lebanon, Syria, North Africa, Black Sea Region).

GRI should be USD300/TEU with effect from 1st September 2009.

For all shipments from North West Europe and Mediterranean (including the shipments to Israel, Lebanon, Syria, North Africa, Black Sea Region) to Far East (including shipments to Japan) and IPBC.

GRI should be USD100/TEU with effect from 15th September 2009.

GRI Trans-Atlantic Trade WEF 1st September 2009

As the shipping industry has been hit hard by significant rate decreases on Trans-Atlantic Trade as well as on other trades from last year, we currently face a situation where it is impossible with current rate level to provide a reliable service at our high quality standards any longer.

Reefer Containers - Revised Charges
08/05/2009 

Coscon will review the Reefer Plug Charges and Reefer Container THC/THD for all Reefer shipments to/from the Far East / IPBC from/to Europe Base Ports with effect from 6th June 2009.

The revised rates applicable at UK port Felixstowe are as follows:

THC/THD per Reefer Container GBP 165.00 per unit.

Reefer Plug-in – first 3 calendar days free, thereafter GBP 20.00 per unit per day.

Rates are applicable to all import / export containers with effect from 6th June 2009 until further notice.



Aden Gulf Surcharge
15/04/2009

Release of Bills of Lading & Containers
12/02/2009 

Due to recent increased number of Companies going into Administration/Liquidation, and the result in increasing incidents of cheques not being honoured by Banks; Coscon UK has reviewed the current practice of accepting a faxed copy of cheques for release of either Bills of Lading or containers.

Please be advised that as of Monday, 16th February 2009, any release of containers or bills must be only on receipt of original cheques unless other arrangements are already in place.

Advanced Manifest System to Destinations in China
07/01/2009 

As you are probably aware by now, China Customs will enforce a new rule under decree 172 of General Administration of customs which will require all shipping lines to present a cargo manifest for cargo destined to China (excluding Hong Kong cargo) including cargo in transit via Chinese ports, to customs at the latest, 24 hours prior to vessel arrival at the port of loading.

In order to test our systems and get customers used to providing the necessary details to us in time to prepare our manifest, Coscon UK will be following the timescale below.
January – Internal system testing with Chinese Customs
February to March 31st – Parallel running, we will be sending the B/L instructions via AMS under the deadlines mentioned below.

Providing the parallel testing is successful, AMS will go live at a date agreed with Chinese Customs.

Due to our transmitted manifest needing to be translated and filed electronically with China Customs, we will be transmitting our initial manifest file, 48 hours prior to vessel arrival in UK, which means that we will require customers to provide us with full B/L
instructions (including container and seal numbers) by close of play, 3 working days prior to vessel arrival. Failure to provide the necessary B/L instructions by the deadline, will result in the container being automatically transferred to the next available sailing with all costs thereby arising, for the shippers account.

Upon presentation of our AMS details, Chinese Customs will decide whether the cargo is permitted to be loaded on board the vessel or not, any cargo that is rejected will not be loaded on the intended vessel and unless Coscon UK feel there is a possibility of a resolution being reached with China Customs in order to allow shipment on a later vessel, the booking will be cancelled and cargo will be returned to the load point at merchant’s expense. Likewise any quay rent charges incurred as a result of cargo rejection by Chinese Customs, will be for the shippers account.

Although the AMS is not live at present we suggest that you introduce these new deadlines to your customers with immediate effect in order for them to become familiar with what is required and the deadlines they need to adhere to.

Aden Gulf Surcharge
01/12/2008

Hazardous Booking Administration Fee
13/11/2008 

Coscon (UK) confirm that with immediate effect, all bookings for hazardous cargoes, where more than two hazard item's are to be shipped in the same container, will be subject to a surcharge of GBP 10.00 per additional hazardous item (not per UN Code).

Heavy Container Surcharge - Revised

Coscon confirm that 20ft container Heavy Container Surcharge (HCS) will be revised with effect from 15th November 2008 as follows:

Cargo Weight less than 23 ton, HCS will be rated at ZERO per 20ft container.

Cargo Weight 23 ton and over HCS will be rated at USD 50.00 per 20ft container.

Validity to 31st December 2008.

New Chinese 24 Hour Rule - Far East AMS
20/10/2008 

Dear Valued Customer;

With effect from the 1st January 2009, Shipping lines will be required to lodge manifests with the Chinese customs 24 hrs before vessel arrival at Port of Loading.

As of 10th November 2008 Coscon UK will introduce the procedure whereby we must be in receipt of all b/l instructions 24 hrs before vessel arrival at Port of Loading.

We believe this will help our customers to become accustomed to the changes and enable any problems/queries to be rectified without penalties before the 'go live' date.

Vietnam Port Congestion Surcharge
25/06/2008 

Due to congestion at the port of Vietnam, Coscon announce the introduction of a Port Congestion Surcharge of USD 50.00 per TEU for all shipments between Vietnam West / North Europe and Mediterranean, with effect from July 15th. 2008. (Bills of lading dated on or after July 15th. 2008).

The situation at Vietnam will be kept under review and the Surcharge will be adjusted accordingly.

Annual Review of Haulage Tariff from 1/7/2008

Coscon UK's UK Road Transport tariff has remained unchanged since 2006.

During this time we have experienced a number of increases both on fuel and annual increases from our hauliers, most of which we have absorbed throughout the past 12 months. However in order to continue providing the highest level of service we must now adjust our haulage tariff to cover our increased costs.

Please be advised that we will be increasing our UK Inland haulage tariff by an average of 6.5% for all haulage performed on or after 1st July 2008.

Our revised tariff will apply to both import deliveries and export collections across all trades.

UK Export Haulage Fuel Surcharge

Notice to All Import Customers
19/05/2008 

Dear Import Customer

We would like to draw your attention to the condition of empty Coscon containers that are returned to our ports / depots after out-turn.

There have been recent incidents where dunnage and packing materials have been left inside returned containers, for which costs have later been incurred for disposal.

Under the bill of lading terms, clause 12(3) states that the merchant is responsible for returning the empty containers, with interiors brushed and clean.

We would appreciate your good cooperation in this matter, and bring to your notice that where we incur costs that arise as a result of materials that are left inside returned containers; we will have no alternative than to recharge such costs to cargo interests.

Your help in this matter is much appreciated.



UK Export Haulage Fuel Surcharge
13/05/2008 

As a result of the continuing escalation in overall fuel prices, Coscon (UK) is revising the existing level of export haulage Fuel Surcharge.

As such Coscon UK will increase its fuel surcharge from 8% to 11% to all UK export haulage undertaken on/or after 1st June 2008.

Suez Canal Transit Surcharge
17/04/2008 

Further to our Notice of 13th March 2008, Coscon regret to announce that as a consequence of major increases in the costs of transiting the Suez Canal, it is necessary to introduce a Suez Canal Transit Surcharge of USD 9.00 per TEU for all eastbound shipments to the Far East and China, Australia, New Zealand and IPBC to Europe and the UK.

This Surcharge is the responsibility of the party paying the ocean freight, and subject to all bills of lading dated on or after 5th May 2008.

20ft Heavy Cargo Surcharge
26/03/2008 

Please be advised a heavy cargo surcharge of USD 200/20’ will be applied to 20 ft containers with a gross (tare and payload) weight in excess of 18 tonnes (incl. 18 tonnes) with effect from 1st. April 2008 for all shipments from Far East, Australia, New Zealand and IPBC to Europe and Mediterranean areas.

Japanese Road Regulations Effective 1st April 2008
25/03/2008 

With effect from 1st of April all Japanese inland deliveries will be subject to the following chassis weight allowance:

Twin-axel chassis
Max gross weight allowed (cargo weight + container tare)
- 20': kgs 20,320
- 40': kgs. 24,000

Tri-axel chassis
Max gross weight allowed (cargo weight + container tare)
- 20': kgs 24,000
- 40': kgs. 30,480

Due to limited availability of tri-axle chassis, all heavy containers (requiring tri-axle) will be subject to longer waiting time at quay before pick up is arranged. Any demurrage charge occurred (after expiry of tariff free time at port) will be on merchant's account.

Cargo Weight
09/01/2008 

Due to the increasing number of containers that are being loaded over and above their plated weight, Coscon UK wish to respectfully remind you of the following.

The container has a plated weight clearly visible to all on the back of the doors the plated weight is not to be exceeded.

This is a very dangerous practice due to the health and safety reasons involved and could result in a serious accident occurring.

Some lifting equipment utilised by train operators only have a lifting weight of 30,000 kgs and anything over this weight will be refused onward movement by them until it has been lightened.

It is not the responsibility of the driver to ensure that the container has not been overloaded.

Added to this all Waste are booked with a loading weight of 26,000kgs, we would ask that you adhere to this to ensure that plated weights are not exceeded and we do not have any future reoccurrence of the problems we are currently experiencing.

If this is ignored then we will be forced to take remedial action and any costs / charges incurred and/or any liability thereof as a result of that error whether intentional or not will be solely the responsibility of the shippers and/or the agents at load point.

Please kindly be advised that in line with the market situation, Coscon announce a GENERAL RATE INCREASE for all shipments fm Far East (excluding JAPAN) to North West Europe and Mediterranean.

I) For all shipments from Far East (except the shipments ex Japan& South East Asia) to North West Europe and Mediterranean (west bound, incl the shipments to Israel), GRI should be USD200/TEU, which will be effective from January 1st 2008.

Coscon UK Revised Laden Storage Policy

In an effort to further improve the level of service provided to Import Customers Coscon UK will be reviewing all containers that remain on the quay at Felixstowe beyond the standard 7 day free period with the possibility that they will be removed for ongoing storage to:
Pentalver Transport Ltd.,
Loaded Yard
Nicholas Road,
Felixstowe

Customers are advised to check prior to collection for the location of their container.

This action is being taken to minimise the delays being experienced at busy times when collecting containers from the Port. It is also noted that historically Pentalver Transport Ltd suffer less from stoppage due to weather than is the case on the quay. There will be no additional charges to Customers due to this transfer however containers that are Customs cleared having already been bonded to Pentalver Transport Ltd will be charged the Port Security Charge(£10.50) and Infrastructure Charge(£5.00) by Coscon UK and not the Port of Felixstowe.

UK Port Congestion Surcharge

Auto-NVOCC shipper’s must ensure each and all containers Prefix and Numbers listed on HB/L to match the MB/L’s.

Immediately departure message is received, AMS will check all containers listed on the MB/L with containers Manifested on all the HB/Ls attached to the MB/L.

Shipping line will receive a “2Z” for each container that fails to match.

Shipping line and the Auto-NVOCC must resolve any discrepancies in container number in reporting before vessel arrival to avoid releasing delay and storage.

Change of Terminal at Karachi

Coscon are advised by Sea Consortium that from 16th June 2007, Arabian Sea X-Press (ASX) service will call at Pakistan International Container Terminal (PICT) located at Karachi Port East Wharf, and China Persian Gulf (CPG) service will call at Karachi International Container Terminal (KICT) located at Karachi Port West Wharf instead of K.P.T. conventional berths at Karachi Port (East Wharf).

All containers coming to Pakistan must have the Packing List and Invoice affixed inside the container on the door, failing which, the customs official will either penalize the Importer or they may not clear the shipments.

Chemicals to Yangshan HS Code Filing
08/03/2007 

Please be informed that the Chinese Customs Authority has filed a new rule for chemical shipments to Yangshan Terminal/Shanghai.

With immediate effect, all future shipments will require the Harmonised System Code (HS code) to be shown on the Bill of Lading.

To ensure efficient customs processing and cargo handling it will be mandatory to supply the HS code for chemical shipment at the time of booking.

We have received notice that the Port of Felixstowe are proposing to charge £5.50 per laden Import container directly to the clearing party, effective 2nd April 2007, for the cost of external infrastructure upgrades required for the Felixstowe South Reconfiguration.

Guigang / Liuzhou / Nanning Port Closure
17/01/2007 

We are advised by the Guangxi Port Authority that above Guangxi Ports will be closed from 5-2-2007 to 26-2-2007 due to construction works at “Chang Zhou” (located at the upper river channel of Wuzhou).

During this period, containers to these ports will be discharged to the nearest river port : Wuzhou for further transshipment to the final destination.



CKYH Alliance to rearrange European routes
03/01/2007 

Following the alteration announcement of its routes in November, CKYH Alliance (Coscon, K-Line, Yang Ming, Hanjin Shipping) is set for another rearrangement of the European routes in January 2007 to further improve joint operations and service efficiency.

Changed European routes will eliminate overlapping service links of the member carriers to reduce transit time and boost schedule reliability. The members of CKYH Alliance will also be able to exchange their slots more effectively.

The changed service routes and call ports are as follows:

Please kindly be advised that feeder operators serving the port of Chittagong have announced that as a result of berthing delays and poor productivity at the port, they intend to introduce PCS (Chittagong Port Congestion Surcharge).

COSCON will therefore introduce an emergency Chittagong Congestion Surcharge of USD200.00 per TEU for all shipments from Chittagong to/from European & Mediterranean ports which will be effective from 14th Dec 2006.

Implementation of the surcharge will be as follows:

CARGO WEIGHT DECLARATIONS
10/03/2006 

During a recent port audit on pre-declared weights of export containers, it was found that the number of incorrect declarations is on the increase. We appreciate our customers are fully aware of the implications this has on the loading plans for export vessels and port operations, so would ask that when bookings are made the correct cargo weights must be declared, and or any changes to cargo weights are notified to Coscon (UK) Limited as soon as possible.

The Port of Felixstowe has a standard surcharge for weight variance of +/- 2 tonne the declared weight, which they have so far avoided implementing. However, in view of the increase in the number of incorrect weights, and the additional moves this causes, the Port of Felixstowe are considering enforcing the surcharge for all incorrect cargo weight declared by shippers and/or their agents.

Currently the Port of Felixstowe surcharge is: GBP 12.71 per container.

Customers should be aware that in cases of mis-declared weights this surcharge would be for the account of the shipper.

Containers not returned within this time will be subject to daily container detention charges of:

GBP 12.00 per 20FT
GBP 18.00 per 40FT

Additionally, cargo receivers / consignees and / or their agent undertaking Merchant Haulage and / or Line haulage must ensure that all empty containers are returned to Coscon dry, clean, swept, odour free and ready to receive cargo. Any costs associated with the removal of dunnage or cargo residues will be for the account of the importer / cargo receiver.

January 25th, 2006 - COSCO, "K" Line and Yang Ming Line (CKY) have reached agreement with Mediterranean Shipping Co (MSC) to charter slots on MSC's Europe-US Gulf service to New Orleans and Houston. The arrangement is expected to commence in the middle of February. The new agreement replaces CKY's previous space charter with the Grand Alliance/CP Ships, which is ending due to the realignment of tonnage with P&O Nedlloyd’s withdrawal from the Grand Alliance.

CKY, which has maintained a high standard to service to its customers on the Europe-US Gulf trade for many years, commented that they were pleased to have reached agreement with MSC as this ensures a high level of service and continuity to its customers, and also without a vessel deployment in the Europe-US Gulf trade which may have destabilized the market

MSC deploys six ships on the Europe-US Gulf route, offering a fixed-day, weekly service calling at Antwerp, Felixstowe, Bremerhaven, Le Havre, Houston and New Orleans.

As A.P. Moeller – Maersk completed it’s acquisition of P & O Nedloyd in August 2005 and as a result of the regulatory obligations P & O Nedlloyd has to withdraw from the Grand Alliance Agreement and the Grand Alliance / CP Ships agreement with effect from 12th of February 2006.

Due to this fact, the Atlantic Space Charter Agreement between Grand Alliance / CP and Cosco/Yang Ming/K-Line for the 2 US-Gulf services, known as SGX and GASS, will be terminated on the 12th of February 2006 as well.

We kindly inform you COSCO Container Lines intention to continue offering US-Gulf service in the future to our valued customers. COSCON is exploring all possible options and we will advise you all upcoming changes accordingly.

The final decision will be discussed and announced at the beginning of January 2006.

With immediate effect, The Port Of Felixstowe has introduced new strict procedures for acceptance of cargo onto the quay.

In line with this, Coscon have made the following amendment to their procedures:

'All cargo must be on quay and customs cleared 12 hours prior to vessel arrival'.

Therefore, with immediate effect, any cargo not cleared and on quay 12 hours prior to vessel arrival will be shut out and rolled to the next vessel with all costs for the shipper’s account.

US Customs & Border Protection Notice
16/09/2005 

Customers are advised of the following notification as advised by the US Customs & Border Protection (CBP).

US Customs & Border Protection (CBP), will start a period of "informed compliance" from September 16 through January 1, 2006 in cooperation with Mexico and Canada, to begin enforcement of the international phytosanitary standard (ISPM 15) for regulated wood packaging material (WPM) entering North America.

The "informed compliance" period means there will be no stoppage or re-export of non-compliant WPM although the broker and importer will be notified of the violation.

From February 1, 2006 to July 5, 2006, CBP will enforce the regulations on pallets and crates while continuing informed compliance on all other cargo.

During this stage, non-compliant pallets and crates will be re-exported.

Starting July 5, 2006, CBP will enforce the regulations on all wood packaging.

Customers are encouraged to ensure that all regulated WPM are treated and marked according to the ISPM 15 standard and U.S. regulation to avoid possible delays or rejection of WPM in cargo shipments at U.S. ports of entry due to non-compliance.

Dear Valued Customer:

Hurricane Katrina was a powerful tropical cyclone that caused extensive and severe damage in the southeastern United States in late August. Due to the " Hurricane Katrina ", we are facing a serious situation that may well last for the next 3-4 weeks or longer.

We send our heartfelt condolences to all that may have suffered any kind of loss due to the recent hurricane.

We ask for your patience while we are working through this situation. Here is our general assessment.

Rail operations - The embargo to New Orleans (NOL) is still in effect and will likely continue over the next couple of weeks. CY/Depot operations in Mobile Alabama, also remains closed. The CY/Depot operation in Memphis is operating.

All rail operations in the New Orleans area are shut down. The railroads are waiting for waters to subside in order to access their terminals and track for repairs. It is uncertain at this time when repairs will begin. The railroads have suspended receipt of cargo destined to New Orleans and continue to hold traffic already in route or received at rail origin.

The railroads are diverting traffic which normally routes through New Orleans to other gateways.

The following ramps with a previous embargo will now move inland (an alternate route) to the proper ramp. Jacksonville, Florida / Miami, Florida / Tampa, Florida / Charlotte, North Carolina.

We will continue to accept shipments to the above and other southeastern destinations, however, we will be routing these over St. Louis instead of New Orleans. All customers are asked to kindly check with our service centers for specific information.


Vessel operations - Currently there is no communication with New Orleans terminal, power and systems are down, it will take some time for a semblance of normality and overall assessment of the terminal in general. We will update as soon as we have update information.

Considering the current situation COSCON decided to declare Force Majeure under the terms of tariff and bill of lading terms.

Hurricane Katrina - Service Disruption
31/08/2005 

Due to the devastating effects of hurricane Katrina the state of Louisiana is in a state of emergency.

New Orleans remains largely underwater, and this status was reinforced as another levee burst today, 31st August, causing additional flooding in downtown and other areas.

Power is unavailable to most of the city, and unlikely to be returned for several weeks according to estimates. Phone contact seems limited to outgoing calls from New Orleans only at this time.

The authorities are not allowing any residents to return to the city in it's current state, and local sources advise return may only be allowed in 3-4 weeks.

With the status of the river channel unclear, the re-opening of the port of New Orleans is unknown at this time.

We have been informed that CP Ships has declared Force Majeure and the last GASS vessel MV CP Discoverer Voyage 079w has already discharged all her New Orleans cargo at Houston.

The same is expected to happen with subsequent vessels until further notice.

Customers with cargoes which may be affected, are advised to contact their local booking office for further details.

Port of Miami Weight Restriction Announcement
04/05/2005 

Due to recent trucker demands, the Port of Miami-Dade is installing truck scales on the outbound roadway prior to their new Security Gate Complex in order to weigh containers leaving the terminals on the Port of Miami-Dade.

Please be advised that if the weight of any container exceeds the trucker’s ability to stay within highway weight restrictions, the trucker may, for safety considerations, return those containers to the terminal facility where received.

Any load returned to the load to Port Of Miami Terminal Operating Company will incur additional charges which will be for the account of the Shipper.



Sino European Inland Fuel Surcharge

From mid-June, 2005 COSCO Container Lines (COSCON) and Hanjin Shipping (Hanjin) will rationalize their services in Asia/Europe trade by jointly operating 4 loops with 31x5500-teu vessels.

The port rotations of 4 loops shall be as follows:

Shanghai-Dalian-Qingdao-Singapore-PortSaid-Rotterdam-Felixstowe-Hamburg-Antwerp-Singapore-Hong Kong-Shanghai, 8x5500-teu

Loop2:
Shanghai-Ningbo-Yantian-PortKlang-Colombo-Hamburg-Rotterdam-Felixstowe-Le Havre-Port Said-Colombo-Port Klang-Hong Kong-Shanghai, 8x5500-teu

Loop3:
Xingang-Kwangyang-Busan-Chiwan-HongKong-Singapore-Rotterdam-Hamburg-Felixstowe-Singapore-Kaohsiung-Xingang, 8x5500-teu

Loop4:
Xiamen-Hong Kong-Nansha-Yantian-Jeddah-Antwerp-Hamburg-Felixstowe-Xiamen, 7x5500-teu

After rationalization, COSCON and Hanjin will be able to cover almost all main ports in Asia and North Europe. In Asia there will be two sailings every week from Shanghai, Yantian, Hong Kong, Singapore and weekly sailing from other main ports.

Europe will offer four sailings every week from Hamburg and Felixstowe, three from Rotterdam, two from Antwerp and one from Le Havre.

The Parties could further expand their service to South East Asia via Singapore and Port Klang, to India subcontinent via Colombo, to Red Sea area via Jeddah and to the Mediterranean area via Port Said.

The rationalization will bring customers wider service coverage, higher service frequency and shorter transit time.

In addition, Hanjin will operate the separate service of PDS (Pendulum) calling at Le Havre-Hamburg-Rotterdam-Singapore-Yantian-HongKong-Osaka-Tokyo-Long Beach-Oakland-Tokyo-Osaka-Kaohsiung-HongKong-Singapore-Colombo-Le Havre.

Their strategic partners K-Line and Yang Ming Line will also take part in this rationalization plan by slot swap arrangement, and CKYH partners believe this rationalization could further enhance CKYH’s Asia/Europe services as a whole.

Storage & Detention Policy Changes

Union Pacific have issued a bulletin regarding Storage & Detention Policy Changes, extracts from which follow:

With effect from May 1st 2005, US Customs in-bond shipments will be reduced from 72 hours to 48 hours. Additionally, the following changed will be put into effect and will apply at all Union Pacific Intermodal terminals:

1. Notify Time: Notification clock for storage and detention will change from the current 00:001 hrs to 17:00 hrs.
1.a. when notification is made before 17:00 hrs, the day of notification is that (same) day.
1.b. when notification is made after 17:00 hrs, the day of notification is the following day.

2. Holidays: Good Friday, Day after Thanksgiving and Presidents day all become chargeable days.

3. Weekend: Saturday's will now be included in the computation of free tiem and will be chargeable.

4. Charges: After storage free time expires, the following charges apply:
USD 100 Day 1-5
USD 150 Day 6-10
USD 300 Day 11 and thereafter.

All storage free time will not be the day of notify plus 48 hours.

HAULAGE INCREASE
01/02/2005 

As you will already be aware, the haulage industry has suffered significantly over the past year with rising costs. There have been three major areas of increase in costs: fleet; fuel; labour.

Fleet. The increase in steel prices in 2004 has resulted in both vehicle and trailer manufacturers passing on full costs of these increases to the haulage industry.

Fuel. The current tariff, which was negotiated in 2004, does not cover the increase in fuel taken by the haulage industry. This represents a 13.5% increase in fuel costs.

Labour. In addition to higher equipment and fuel costs, there have been further increases in the driver costs which have risen significantly above inflation to retain the existing driver force. These increases do not take into account the effect of the working time directive, which comes into effect on 23rd March 2005.

In view of the aforementioned, it has become apparent that for COSCON (UK) Limited to continue to deliver the high level of service in 2005, we will have to increase all haulage tariffs by 8% effective from March 1st 2005.

COSCO Donates RMB 10 Million to Tsunami Fund
07/01/2005 

On January 5, Capt. Wei Jiafu, President and CEO of COSCO Group and Mr. Zhang Fusheng, Executive Vice President of COSCO Group on behalf of COSCO, delivered a cheque worth RMB 10 Million to Ms. Peng Peiyun, Vice Chairperson of the National People's Congress, Honorable President of the All-China Women's Federation and President of the Red Cross Society of China.

Capt. Wei expressed that the donation is a symbol of hearty care showed by COSCO's 80,000 employees to the people who suffered from the unprecedented disaster caused by Indonesian Tsunami. He also made a firm pledge that COSCO is ready to take any immediate action for emergency seaborne transportation support around the clock in case of need.

NPC's Vice Chairperson Peng Peiyun expresses her gratitude to COSCO for it's consideration and generosity and crowns the group with "Red Cross Medal" in China.

A plaque inscripted "Humanity" was also given in honor of COSCO's contribution to the society. Capt. Wei was also appointed as the Honorable Director of the Red Cross Society of China.

The donation is said to be the largest amount in terms of value at one time received by the Red Cross Society of China at present throughout the nation.

Emergency UK Inland Fuel Surcharge
01/06/2004 

As you are aware, fuel prices at the pump have surged over the past few weeks and will remain at high levels.

Consequently we have to introduce an emergency 3% Fuel Surcharge. Hopefully, this will be a temporary measure.

Therefore it is with regret we advise that our haulage tariffs will be subject to an Inland Fuel Surcharge of 3% effective 1st July 2004.

The Inland Fuel Surcharge will apply on all UK haulages on our UK Sino trade with effect from 1st July 2004.

COSCO will continue to monitor the situation closely.

May we apologise for this surcharge, which we hope will be short term, and also take this opportunity to thank you for your continued support.

COSCONA Tri - Axle Surcharges
27/05/2004 

COSCO North America has announced that there will be major changes to the Tri - Axle surcharges.

Amendments are as follows:

With immediate effect, USA Export Cargo (East Bound) Tri – Axle Surcharge, payload will be revised to a maximum payload of 20 000 kgs surcharge applicable: USD 125.00 per 20' chassis.

With effect from 25th June 2004, USA Import Cargo (West Bound)
Tri – Axle Surcharge, payload will be revised to a maximum payload of 20 000 kgs surcharge applicable: USD 200.00 per 20' chassis.

BNSF's Free Time Policy For Bonded Shipments
19/05/2004 

Please be advised that BNSF will implement a change in free time for private in-bond equipment effective June 1, 2004. On that date, free time for bonded shipments will be reduced from 72 hours to 48 hours.

Since the BNSF is one of COSCO's major West Coast rail carriers, it will impact approximately 10 facilities with the biggest concentrations of business in:
Chicago,IL(CHI31,CHI32,CHI39);
Los Angeles,CA(LAS31);
Minneapolis,MN(MSP33);
Kansas City,KS(KCK31,MKC31);
Memphis,TN(MEM35);
Denver,CO(DEN31);
St.Louis,MO(STL31);
Omaha,NE(OMA31);
Seattle,WA(SEA31);
plus several other small facilities in the network such as:
Oakland,CA(OAK32);
Portland,OR(PDX31);
Spokane,WA(GEG31);
Fort Worth,TX(DAL33);
Billings,MT(BIL31);
Shelby,MT(SBX31);
Dilworth,MN(DIL31).

Due to this new rule, any storage costs will be for the account of the Shipper or Consignee accordingly where loads are kept over the ruled free days or not properly picked up from BNSF's rail ramps.

Felixstowe Port Security Charge
30/04/2004 

Further to our previous notices, the Port of Felixstowe introduced a mandatory security surcharge with effect from 2nd February 2004. This charge is applicable to all laden Import and Export containers passing though the Port of Felixstowe.

As you are aware, COSCO and other Carriers fought vigorously against this charge, which we had refused to accept and pass forward to our customers.

The Port of Felixstowe have now made public the costs they will incur for the additional security measures they must introduce as enforced by Government. Additionally, they have agreed to an external audit of these costs to ensure they are not inflated.

The Port have however, also announced sanctions against those Carriers who continue to refuse to accept these costs. The threatened sanctions will include the blocking of Export containers at the terminal in-gate. Obviously, any such actions imposed by the Port could ultimately result in the short-shipment of our customers containers at Felixstowe, which will in turn cause them significant inconvenience.

Unfortunately, we are now placed in a position where we have no alternative other than to accept the costs as imposed by the port, and reluctantly pass the same onto our customers. With effect from 1st June 2004, each container passing through Felixstowe for Export shipment will incur a charge of GBP 5.50 per container.

Port Security
30/01/2004 

As part of their International obligations, the British Government has introduced the International Ship and Port Facilities Security Code.

In order to comply with the new code, each and every container passing through UK ports will have to be screened. As a direct consequence of this, the Port of Felixstowe has notified us that they will introduce a Port Security Charge on all containers passing through the Port on or after 1st February 2004.

It is in the area of imports that the perceived threat is greatest, and for this reason the Port will provide a secure transit area in addition to the screening.

Catering for the increased risk posed by imports inevitably generates a higher cost. Consequently the overall Security Charge will be:
GBP 10.50 per container on import units.

In view of the slightly lower risk posed by exports, the rate will be:
GBP 5.50 per container on export units.

Standard Shipping Notes
28/01/2004 

Please be advised as follows. To ensure all containers booked with COSCON (UK) Ltd., are shipped to the required destination, COSCON (UK) Ltd., require a fully completed Standard Shipping Note given to the haulier prior to the departure of the container from the loading point.

This Standard Shipping Note or equivalent, to be completed by Shipper or Booking Party, should show the following information; without this the haulier is instructed not to depart.

3. Container Number
4. Seal Number
5. Port of Loading
6. Port of Discharge
7. Details of Contents
8. Actual / Correct Weight of Cargo

We have requested that all our hauliers request paperwork prior to leaving the loading premises and will not depart until the correct paperwork has been completed. However, responsibility for providing the correct documentation confirming cargo identification, and for Customs Clearance, remain with the Shipper or Booking Party.

Failure to provide the required details may lead to demurrage charges at loading point, and will be passed on to Customers as incurred.

This to ensure shipment of your valued cargo to the correct destination.

Container Weight Declaration

It has come to our notice that the issue of container weight discrepancies and subsequent risk of overweight containers, and vessels, is escalating, causing concern for safety in the transport chain.

Mis-declaration of cargo weight is frequently the cause of this problem.

COSCON is very concerned about the potential risk to everyone involved and wish to appeal to all their customers to ensure accurate weights are stated when making a booking

This is to ensure that the risk of potential accidents is reduced to a minimum.
